The Sustainable Livestock Program of Pará was launched during COP 28, in Dubai (2023), marking the state of Pará as a pioneer in the individual traceability of cattle and buffaloes in Brazil.
The program seeks to ensure that livestock production in Pará is sustainable, allowing products from farms to meet the needs of the requirements of factories and markets, including international ones (Video available in: https://www.adepara.pa.gov.br/node/518 ).
Data from the Agricultural Management System (SIGEAGRO) of the Agricultural Defense Agency of the State of Pará (ADEPARÁ) indicate that ParIt has the second largest herd in the country, with 26 million cattle, and the first in buffaloes with 782 thousand head of buffaloes, more than 70% concentrated in Marajó.
The program was established through Decree No. 3,533, of November 27, 2023, which instituted the "Program for the Integrity and Development of the Production Chain of Cattle Cattle in Pará" and created SRBIPA. Decree No. 4,754, of June 24, 2025, conferred on ADEPARÁ the strategic, financial and operational management of the Sustainable Livestock Program in Pará.
The program is managed by a Management Council (COGES), composed of representatives of several state secretariats, such as the State Secretariat for the Environment and Sustainability (SEMAS), State Secretariat for Agricultural Development and Fisheries (SEDAP), State Secretariat for Family Agriculture of Pará (SEAF), Agricultural Defense Agency of the State of Pará (ADEPARÁ), Land Institute of Pará (ITERPA), as well as representatives of organized civil society, the private sector and the third sector, composed of: Institute of Forest and Agricultural Management and Certification (IMAFLORA), The Nature Conservancy (TNC), Federation of Agriculture and Livestock of Pará (FAEPA), Federation of Industries of the State of Pará (FIEPA), Association of Breeders of the State of Pará (ACRIPARÁ), Brazilian Association of Meat Exporting Industries (ABIEC), Federation of Agricultural Workers of the State of Pará (FETAGRI) and Federation of Rural Workers and Family Farmers of the State of Pará (FETRAF).
The COGES of the Sustainable Livestock Program of Pará is the program's governance body, with activities focused on articulate and integrate efforts between the public sector and the private sector, seeking sustainable development for livestock in the state of Pará, with socio-environmental responsibility and transparency at all stages of the production chain.
In addition, the Sustainable Livestock Program of Pará has an Advisory Board - composed of 22 institutions, including IDH – which has the function of presenting technical proposals to COGES, for evaluation and development of the Program, in addition to recommendations and environmental and legal manifestations.

- Integrity Axis: Actions to support land and environmental regularization, from technical to development. Structuring and scaling of more Centers for Assistance to Producers and Breeders (NAPs) in the state. Continuous territorial monitoring and management of socio-environmental risks. Chain integrity and due diligence platforms for buyers. Payment models for environmental services (PES), compensations and environmental economic instruments.
- Traceability Axis: Technological infrastructure in the field (earrings, readers, and rural connectivity). Data, analytics and complicate platform for deforestation-free farms. Operational services for the implementation and maintenance of traceability at scale. Thematic connection actions with markets.
- Axis of strengthening, adding value and incentives: technical assistance oriented to productive and economic results. Sustainable intensification and recovery of productive areas. Model property structuring and annual recurring revenue. Economic incentives linked to socio-environmental performance. Segregated chains, certifications and product differentiation.
- Communication, engagement and training axis: Technical and managerial training programs for producers. Territorial strategies for communication and continuous engagement. Educational platforms, technical materials and membership campaigns. Training of local leaders and multipliers. Monitoring adherence, behavior, and practice change.
Commercial Requalification in Pará: Manual of Guidelines and Procedures
Document produced by SEMAS with the aim of providing clear and practical guidelines on the guidelines, procedures and responsibilities of actors involved in the Commercial Requalification in Pará.
Since Commercial Requalification is an instrument of the Sustainable Livestock Program of Pará and is referenced in the Term of Conduct Adjustment (TAC) signed between the Federal Public Prosecutor's Office (MPF) and meatpacking companies operating in the Amazon, known as the Legal Meat TAC, this document was submitted to COGES for review, as well as reviewed and approved by the MPF.
