About

Barra do Garças, located in the Middle Araguaia region, in the east of Mato Grosso, on the border with Goiás, is inserted in the Cerrado biome and has an area of 8,363 km². In 2022, it registered a population of 69,210 inhabitants and stands out as the "Capital of Araguaia", with one of the main economies in the state, reaching R$ 2.5 billion in 2021 and HDI considered high (0.748).

The economic dynamics of the municipality is strongly based on agriculture, which occupies about 42.6% of the territory. Of this total, pastures predominate (77%), and approximately 35% have low productive vigor. Grain production — especially soybeans, corn and cotton — has shown significant growth, with the expansion of the cultivated area in recent years driven by the adoption of technologies and market demand. The municipality also stands out for its abundance of water resources, with thousands of springs and an extensive drainage network.

The PCI Compact of Barra do Garças was built from an articulation between the state PCI, institutional partners and local actors, with the objective of establishing a common vision of sustainable development by 2030. Formalized in June 2019 through the signing of a Memorandum of Understanding — updated in 2026 — the Pact has the adhesion of more than 40 institutions from the public, private and civil society sectors.

The governance of the Pact was strengthened with the institution of the PCI Municipal Program by Law No. 4,156/2019 and the creation of the Management Council through Decree No. 4,381/2020, ensuring legal and institutional support for its implementation.

Since 2019, with the institution of the PCI Institute through State Decree No. 46, of February 27, 2019, and its legal formalization in 2023, the Institute has been acting in a structured way to strengthen the Pacts in the territories. The actions include the consolidation of local governance, the engagement of strategic actors, fundraising, the maintenance of active executive secretariats and the standardization of institutional instruments.

This process involves the creation and updating of legal frameworks, such as municipal laws, Memorandums of Understanding, and internal regulations, in addition to the implementation of a continuous routine of meetings for deliberation, monitoring of goals and indicators, analysis of results, and identification of local challenges and opportunities.
