The municipality of Sorriso, in the state of Mato Grosso, is located in a transition zone between the Cerrado and Amazon biomes, with approximately 78% of its territory covered by Cerrado and 22% by the Amazon. Its economy is largely driven by intensive grain production, particularly soybeans and corn. The municipality's grain production accounts for around 1.1% of the total national production value, reaching BRL 5.3 billion. At the same time, family farming, involving more than 500 families, plays a relevant role in the local socioeconomic dynamics by contributing to food security, production diversification, and income generation for smallholder producers. With a total area of more than 934 thousand hectares, Sorriso allocates over 632 thousand hectares (68%) to annual crops, while around 287 thousand hectares (31%) remain under preserved native vegetation.

The PCI Sorriso Pact was launched in May 2018 and currently serves as an important territorial governance platform aimed at reconciling agricultural production, environmental conservation, and productive inclusion in the municipality. Aligned with the state PCI strategy and articulated with public and private partners, the pact has been advancing initiatives related to sustainable grain production, the strengthening of family farming, environmental and land regularization, responsible certification, investment attraction, and the creation of a safer and more coordinated environment for territorial development. In practice, its impact on Sorriso lies in strengthening the municipality's position as a reference for sustainable production, expanding coordination among local institutions, producers, and companies, and creating more favorable conditions for economic growth, natural resource conservation, and social inclusion to advance in an integrated manner.

The governance of the Pact was strengthened with the establishment of the Municipal PCI Program by Law No. 4,156/2019 and the creation of the Management Council through Decree No. 4,381/2020, guaranteeing legal and institutional support for its implementation.
Since 2019, with the establishment of the PCI Institute through State Decree No. 46, of February 27, 2019, and its legal formalization in 2023, the Institute has been effectively and structurally strengthening the Pacts in the territories. Actions include collaboration with local governance, participation of strategic actors, fundraising, maintenance of active executive secretariats, and standardization of institutional instruments.
