Data from the Agricultural Management System (SIGEAGRO) of the Agricultural Defense Agency of the State of Pará (ADEPARÁ) indicate that ParIt has the second largest herd in the country, with 26 million cattle, and the first in buffaloes with 782 thousand head of buffaloes, more than 70% concentrated in Marajó.
The program was established through Decree No. 3,533, of November 27, 2023, which instituted the "Program for the Integrity and Development of the Production Chain of Cattle Cattle in Pará" and created SRBIPA. &nbsp;Decree No. 4,754, of June 24, 2025, conferred on ADEPARÁ the strategic, financial and operational management of the Sustainable Livestock Program in Pará.

Sustainable Livestock Program of the State of Pará

The Management Council (COGES) of the Sustainable Livestock Program of Pará is the governance body of the program, with action aimed at articulating and integrating efforts between the public sector and the private sector, seeking sustainable development for livestock in the state of Pará, with socio-environmental responsibility and transparency at all stages of the production chain. 
In addition, technical working chambers were constituted: Integrity, Socio-environmental, Strengthening and Value Addition, which organize their actions in these four main strategic axes.
The chambers focus on monitoring, traceability and legality of the production chain:
Integrity: Focuses on transparency and full traceability of cattle, ensuring that they do not come from areas with deforestation.
Socio-environmental: Deals with the environmental and land regularization of properties.
Strengthening: Supports the producer, including qualification and proper management.
Value Addition: Seeks to enable access to the formal market and value sustainably produced meat.

The main work fronts and thematic chambers focus on:
Legal and Environmental Compliance: Actions aimed at complying with legislation, environmental regularization, and combating deforestation.

The Sustainable Livestock Program of Pará implements traceability, monitoring and technical incentive mechanisms that work as safeguards to minimize negative impacts on the environment and promote social regularization in the production chain.
Environmental and Social Safeguards Implemented:
Individual Traceability (From Birth to Slaughter): The program aims to track cattle and buffaloes to ensure that the meat is free of illegal deforestation, combating environmental degradation.
Monitoring of "Livestock 4.0": The state uses monitoring tools to verify the health of the herd and the occupation of the permitted area, preventing disorderly expansion in reserve areas.
Commercial Requalification: The initiative includes the "Commercial Requalification" program, which works as a safeguard for small producers. It offers a way to regularize the environmental situation (deforestation) and land tenure, allowing them to return to trading with formal slaughterhouses, ensuring their socioeconomic inclusion.
Payments for Environmental Services (PES): The "Livestock Check" and the "Valoriza Sustainable Territories" project benefit rural and family producers with financial incentives (up to R$ 20 thousand) for the recovery of pastures and conservation of natural resources.

The decree establishing the Sustainable Livestock Program of the State of Pará - Decree No. 3,533, of November 27, 2023 - defined the execution deadlines and goals of the program, which were adjusted in 2025, with changes in the previously established deadlines.
In the current phase, the Management Council (COGES) has held a series of meetings, as well as the Technical Chambers, to define the evolution of the goals and the intermediate deadlines to be achieved by the program over the next few years.

Yes, the Sustainable Livestock Program of Pará works as a strategic and multi-year action plan, designed to transform the meat production chain in the state, with goals focused on sustainability, high productivity and traceability by 2026. Cheque Pecuária: Financial benefit program of the Government of Pará, which offers up to R$ 20 thousand per producer, focusing on small rural producers and family farmers to support sustainable production and the recovery of pastures.
Grants and Premiums: Development of incentives that include subsidies for traceability earrings (for producers up to 100 head) and participation premiums, such as bonuses for meat or leather quality.
Valorizar Pará Project: An initiative financed by international funds, which uses resources from the Besos fund (through Aliança da Terra) to finance sustainability consulting and technical assistance to producers.
Partnerships with the Private Sector: The program has the adhesion of meatpackers (such as Rio Maria and JBS) and retail chains (such as Carrefour) for individual traceability and monitoring of indirect suppliers (PRIMI), creating a more competitive market with access to financing.
Commercial Requalification: Financial and regularization support to allow the return to the formal market of producers who were prevented from trading.
