The Ntui municipality, headquarters of the Mbam and Kim Division in Cameroon&rsquo;s Centre Region, covers 1,650 km&sup2; and comprises 27 villages, with an estimated population of 38,563 in 2021 (PCD Ntui, 2022). Ntui continues to experience steady population growth, increasing pressure on natural resources, agricultural land, and basic social services. The landscape is characterised by a mosaic of forest and wooded savannah ecosystems, crossed by a dense hydrographic network dominated by the Sanaga River and several secondary streams (Baseline Ntui, 2022).

1. Background and Context
Ntui is one of the main agricultural basins in Mbam and Kim, with a high dependence of rural households on agriculture as a source of livelihood. The Communal Development Plan (PCD) of this locality emphasizes sustainable land management, improvement of agricultural productivity and preservation of the environment (PCD Ntui, 2022).
Since 2022, IDH &ndash; The Sustainable Trade Initiative has been supporting the municipality through a landscape approach aimed at strengthening multi-stakeholder dialogue, sustainable land-use planning, restoration of degraded lands, and the promotion of sustainable agricultural value chains in the Mbam and Kim landscape (Baseline Ntui, 2022). This support seeks to enhance local governance, community inclusion, and long-term sustainability of economic activities.

2. Economic Characteristics
&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Food crops are the main economic activity, including cassava, macabo and maize, which are essential for household food security (Baseline Ntui, 2022).
&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Cash crops such as cocoa and banana/plantain offer opportunities for farmers to diversify their economy.
&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Livestock (poultry, pigs, goats, cattle) and fishing on the Sanaga River complement sources of income and contribute to food security (Baseline Ntui, 2022).
&middot;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Non-Timber Forest Products (NTFPs), including djansang, kola, wild mango, and medicinal plants, play an important role in the domestic economy, especially for women (Baseline Ntui, 2022).
Despite this potential, the majority of households face low productivity due to a lack of inputs, limited access to finance, insufficient rural infrastructure, and weak structuring of farmers' organizations, which reduces agricultural profitability and household incomes (PCD Ntui, 2022). According to data from the baseline study commissioned by IDH in 2022, the majority of households surveyed have an average monthly income of between 25,000 and 50,000 CFA francs.

3. Environmental Profile
Ntui is located within a forest&ndash;savannah transition ecosystem, hosting rich biodiversity and valuable timber species such as Moabi, Sapelli, Ebony, and Iroko (PCD Ntui, 2022). However, land degradation is on the rise due to extensive farming practices, bushfires, unsustainable forest exploitation, and the effects of climate change (Baseline Ntui, 2022). Soil infertility, forest loss, and declining biodiversity pose growing threats to sustainable land use and ecosystem services. With IDH&rsquo;s support, the municipality is promoting land restoration, agroforestry, and climate-smart agricultural models that enhance ecological resilience and support long-term sustainability.

4. Social Profile
Ntui is a multi-ethnic municipality, historically inhabited by the Sanaga communities, along with migrant populations who have settled over time (Baseline Ntui, 2022). Women play a central role in agricultural production, food processing, and small trade, but continue to face barriers in accessing credit, land, and decision-making platforms (Baseline Ntui, 2022). Youth are active in farming activities, though often with limited access to economic opportunities and technical support. The PCD highlights social vulnerabilities related to limited access to basic services including health, education, potable water, and infrastructure (PCD Ntui, 2022). In response, IDH promotes inclusive governance, encouraging the active participation of women, youth, and traditional authorities in participatory landscape management.

ABOUT THE PCI STRATEGY
The PCI Strategy is a jurisdictional approach to sustainable rural development, bringing together public, private, and not-for profit actors around long-term goals in its three pillars: Produce, Conserve, and Include. It was launched in December 2015 at COP 21 with the objective of reducing emissions and enabling carbon sequestration through deforestation control coupled with the development of a low-carbon economy in the state. The strategy is based on building an agenda of convergence of interests in the state's agricultural economy, increasing (i) the efficiency of agricultural and forestry production (P axis); (ii) the conservation of remaining native vegetation and restoration of environmental liabilities (C axis); and (iii) the socioeconomic inclusion of family farming and traditional peoples and communities (I axis). The PCI (Produce, Conserve, and Include) strategy is fundamental for the state to achieve its goal of carbon neutrality by 2035. The PCI strategy aims to increase the sustainability of agricultural production by improving livestock productivity and expanding grain acreage on already cleared land; eliminate illegal deforestation; implement the Forest Code; reduce fires; and create financial compensation mechanisms to prevent legal deforestation. It also aims to support family farming and traditional and indigenous populations in accessing credit, technical assistance, institutional markets, and land regularization.
ABOUT THE PCI INSTITUTE
The PCI Institute is a private, non-profit organization, governed by the Government of Mato Grosso, the private sector, the productive sector, and organized by the civil society. Its objective is to support the state of Mato Grosso in raising and executing financial resources from national and international donors and investors for the implementation of the PCI strategy, promoting sustainable development and reducing greenhouse gas emissions. Brazil is one of the largest soybean producing countries in the world. Mato Grosso is the largest soybean producing state in Brazil and its western region is comprised of areas with the largest soybean production, in addition to the history of recent conversion of native vegetation to soybeans in the Cerrado biome, the second largest biome in South America.
The Western Mato Grosso Landscape Initiative is formed by a consortium of institutions including IPAM, the PCI Institute, Produzindo Certo and Proforest, with the aim of implementing the PCI (Produce, Conserve and Include) Mato Grosso State level strategy into the sub-region of Western Mato Grosso and to scaling up a sustainable soy production model. This landscape includes 6 municipalities: Sapezal, Campo Novo do Parecis, Campos de J&uacute;lio, Tangar&aacute; da Serra, Diamantino and Alto Paraguai, which accounts for 4.3% of Brazil's soybean production, that is, 5 million tons per year (2020 data). The region has been prioritised by initiatives in the soy sector focused on eliminating deforestation from soy production, such as the Soft Commodities Forum (SCF), made up of six major traders, and the Forest Positive Coalition (FPC), made up of 21 consumer goods companies (CGF). Together with the Land Innovation Fund (LIF), some of the members of these initiatives finance the activities within the Western Mato Grosso Landscape Initiative.&nbsp;
The initiative's strategy has four pillars: Governance, Produce, Conserve and Include.
- Governance: Establish governance groups and local targets, aligned with state level PCI, and strategies to reduce emissions (Low Carbon Agriculture). - Produce: Increasing agricultural productivity, storing carbon and improving property management and producer income. - Conserve: Conserving, protecting and restoring native vegetation through economic incentives, technical assistance and support for producers. - Include: Promoting the inclusion of small producers, Indigenous Peoples and Traditional communities.
Considering these concepts of each pillar, goals were established for 2025, but the consortium partners are already working towards more investments to continue the actions within the initiative until 2030.
This initiative is part of the list of initiatives that receive additional funding from Consumer Goods Forum (CGF) Forest Positive Coalition of Action (FPC) members.

In 2024, a total area of 1,756 hectares of mangrove, including 182 hectares of potential rehabilitation area, was mapped across eight villages: Penyengat, Sungai Rawa, Rawa Mekar Jaya, Mengkapan, Bunsur, Lalang, Kayu Ara Permai, and Teluk Masjid.

In 2024, a significant milestone was achieved in Siak district with the successful mapping and stakeholder consultation of 789,350.59 hectares of high conservation value (HCV) areas and high carbon stock (HCS) forests. This comprehensive mapping effort involved detailed assessments to identify and delineate areas critical for biodiversity conservation and carbon storage.

The process was inclusive and collaborative, engaging district stakeholders to ensure that the mapped areas align with local conservation priorities and land-use plans. This initiative not only highlights the district's commitment to environmental sustainability but also sets a foundation for informed decision-making and effective management of these vital ecosystems. The consultation with stakeholders ensures that the conservation efforts are well-supported and integrated into the broader landscape management strategies, promoting long-term ecological and community benefits.

Since 2023, a total area of 2,085,307 hectares across the Siak and Pelalawan Landscape has been mapped and monitored using Radar for Detecting Deforestation (RADD) in collaboration with WRI. This includes:

Peatland Areas

As part of the Landscape Jurisdiction Initiative, a commitment has been made to restore 36.5 hectares of degraded land across two villages in Siak and one village in Pelalawan. This initiative focuses on replanting these areas with a variety of tree species, aiming to rehabilitate the land and enhance its ecological value.

The replanting efforts involve selecting appropriate tree species that can thrive in the local conditions and contribute to biodiversity, soil health, and carbon sequestration. By restoring degraded land, the initiative aims to improve ecosystem services, such as water regulation and habitat provision, while also supporting the livelihoods of local communities through sustainable land management practices.

This indicator tracks the progress of replanting commitments, providing a measure of the efforts towards ecological restoration and sustainable development within the landscape. The involvement of local communities in the replanting process ensures that the initiative is inclusive and aligns with the socio-economic needs of the region.

As part of the Landscape Jurisdiction Initiative, significant commitments have been made to transition from oil palm cultivation to forest restoration through agroforestry practices. In 2024, a total of 206 hectares of oil palm plantations were committed to this transition, with 106 hectares in Rawa Mekar Jaya forest and 100 hectares in Dosan forest.

This initiative involves phasing out oil palm plantations and reintroducing native forest species through agroforestry systems. Agroforestry combines agricultural and forestry technologies to create more diverse, productive, and sustainable land-use systems. The commitment to this transition reflects a proactive approach to restoring forest ecosystems, enhancing biodiversity, and improving carbon sequestration.

The engagement of local communities and stakeholders is crucial in this process, ensuring that the transition supports both environmental and socio-economic goals. This indicator tracks the progress of these commitments, providing a measure of the efforts towards sustainable land management and forest restoration within the landscape.

Commitment to Agroforestry and Forest Restoration

As part of the Landscape Jurisdiction Initiative, the Mangrove Conservation Group of La5kar Mandiri has committed to protecting 73 hectares of mangrove forests in Kayu Ara Permai Village. This commitment is a crucial step towards preserving the vital mangrove ecosystems, which play a significant role in coastal protection, biodiversity conservation, and carbon sequestration.

Mangroves are essential for maintaining the health of coastal environments, providing habitat for various marine and terrestrial species, and acting as natural barriers against storm surges and erosion. The protection efforts by La5kar Mandiri involve regular monitoring, community engagement, and implementing sustainable management practices to ensure the long-term health and resilience of the mangrove forests.

This indicator tracks the progress of mangrove protection commitments, providing a measure of the efforts towards conserving these critical ecosystems. The involvement of local conservation groups highlights the importance of community-led initiatives in achieving sustainable environmental outcomes.

Commitment to Mangrove Protection

In a significant step towards sustainable palm oil production, the Siak and Pelalawan District Governments have committed to increasing their Indonesian Sustainable Palm Oil (ISPO) certification targets as part of their district action plans. This commitment underscores their dedication to promoting environmentally responsible and socially equitable palm oil practices.

In 2024, four palm oil mills within these districts were actively engaged and have committed to achieving ISPO certification. This engagement process involved comprehensive consultations and capacity-building initiatives to ensure that the mills meet the stringent criteria set by the ISPO standards. The commitment of these mills to obtain ISPO certification reflects a collaborative effort to enhance sustainability in the palm oil sector, reduce environmental impacts, and improve the livelihoods of local communities.

In 2024, significant progress was made in mapping village areas for conservation and responsible agriculture within the landscape. A total of 101,135.95 hectares were mapped through participatory approaches, involving local communities in the decision-making process. This participatory mapping ensures that the conservation and agricultural practices are aligned with the needs and knowledge of the local population. Since 2020, a cumulative total of 665,381.83 hectares of village areas have been mapped, highlighting the ongoing commitment to sustainable land management.

The mapped areas provide valuable data for ensuring the forests continue to offer ecological services and support biodiversity. 64,913.33 hectares of forest were mapped in 2024, bringing the cumulative total to 495,261.92 hectares since 2020.

As part of the implementation of the Landscape Jurisdiction Initiative, significant progress has been made in enhancing forest and peatland protection through the issuance of village regulations. By the end of 2024, a total of 28 village regulations have been enacted, covering 366,848.79 hectares. These regulations focus on forest protection, peat management, and measures to prevent peat fires and flooding.

This achievement marks a substantial increase from the previous count, where only 17 village regulations protected 106,801 hectares. The expansion to 28 regulations demonstrates a strong commitment to sustainable land management and environmental conservation. The development of these regulations was driven by participatory land use planning, ensuring that the local communities were actively involved in the decision-making process.

The indicator tracks the number of village regulations issued and the total area protected, providing a clear measure of the efforts towards safeguarding forest and peatland ecosystems. The participatory approach ensures that the regulations are well-supported by the communities, promoting long-term sustainability and resilience against environmental challenges.

Implementation of Village Regulations for Forest and Peatland Protection

As part of the implementation of the Landscape Jurisdiction Initiative, 30 participants from Rawa Mekar Jaya and Dosan Village have received capacity building on oil palm agroforestry. This training is designed to support the "Strategi Jangka Benah" forest recovery program by phasing out forest encroachment and transitioning oil palm cultivation out of forest areas.

The capacity-building sessions aim to equip participants with the knowledge and skills needed to implement agroforestry systems that promote biodiversity, improve soil health, and enhance carbon sequestration. By integrating agricultural and forestry practices, the initiative seeks to create more sustainable and resilient land-use systems that contribute to forest recovery and prevent further encroachment.

Capacity Building on Oil Palm Agroforestry on Jangka Benah

As part of the implementation of the Landscape Jurisdiction Initiative, village regulations have been enacted to protect 126.2 hectares of mangrove forests in the villages of Bunsur and Kayu Ara Permai. These regulations are a critical component of local governance, aimed at preserving the ecological integrity and biodiversity of mangrove ecosystems.

As part of the implementation of the Landscape Jurisdiction Initiative, a total of 704 attendees participated in training and capacity-building sessions in 2024. These sessions focused on essential conservation activities, including village profiling, participatory mapping, and participatory land use planning. The training aimed to equip participants with the knowledge and skills necessary to effectively engage in and contribute to sustainable land management practices.

Since 2021, a cumulative total of 3,216 attendees have been trained, reflecting the ongoing commitment to building local capacity for conservation efforts. The training programs are designed to be inclusive and participatory, ensuring that a diverse range of stakeholders, including community members, local leaders, and technical experts, are involved.

This indicator tracks the number of attendees participating in training and capacity-building activities, providing a measure of the initiative's efforts to enhance local knowledge and skills for sustainable conservation practices. The focus on participatory approaches ensures that the training is relevant and impactful, fostering a collaborative environment for achieving long-term conservation goals.

As part of the implementation of the Landscape Jurisdiction Initiative, collaboration with the Agriculture Agency has been crucial in developing a Landscape Level No Deforestation, No Peat, No Exploitation - Integrated Reporting Framework (NDPE-IRF) profile. In 2024, 18 mills were directly engaged in this development process, demonstrating a strong commitment to sustainable practices and transparent reporting.

Since 2021, a total of 53 mills have been engaged in understanding the importance and necessity of conservation, restoration, rehabilitation, and adhering to NDPE commitments. By 2024, 49 active mills were identified, reflecting ongoing participation and dedication to these principles.

Additionally, it is important to note that out of the 53 engaged mills, some have transitioned to different production methods, which has led to a reduction in the number of active mills. 

Collaboration and Engagement for NDPE-IRF Profile Development

As part of the implementation of the Landscape Jurisdiction Initiative, a 150-meter-long tracking bridge has been constructed to support the protection of 31.87 hectares of protected mangrove forest in Kayu Ara Permai Village. This infrastructure development is a crucial step in enhancing the accessibility and monitoring of the mangrove area, ensuring its conservation and sustainable management.

The tracking bridge facilitates easier movement for conservationists, researchers, and local communities, allowing them to monitor the health of the mangrove ecosystem, conduct restoration activities, and prevent illegal activities such as logging and encroachment. By improving access to the mangrove forest, the bridge plays a vital role in the ongoing efforts to protect and preserve this critical habitat.

This indicator tracks the construction and impact of infrastructure projects aimed at supporting conservation efforts, providing a measure of the initiative's progress in enhancing the protection and management of mangrove ecosystems. The construction of the tracking bridge demonstrates a commitment to investing in sustainable infrastructure that benefits both the environment and the local community.

As part of the implementation of the Landscape Jurisdiction Initiative, 24 officials from Siak and Pelalawan Districts have received capacity building to enhance their skills in deforestation monitoring and response. These training sessions focused on utilizing the RADD (Radar for Detecting Deforestation) technology through the SPLP Landscape Monitoring Dashboard.

The capacity-building efforts aim to equip local officials with the knowledge and tools necessary to effectively monitor deforestation activities and respond promptly. As part of the implementation of the Landscape Jurisdiction Initiative, significant efforts have been made to enhance the capacity and understanding of the Indonesian Sustainable Palm Oil (ISPO) standards within the two districts. In 2024, two ISPO Auditor Training sessions were conducted, with a total of 55 participants. These training sessions aimed to equip auditors with the necessary skills and knowledge to effectively assess and certify palm oil operations according to ISPO standards.

The auditor training sessions are designed to add more resources to both districts, ensuring that local stakeholders have a thorough understanding of ISPO requirements. This initiative supports the broader goal of promoting sustainable palm oil production and improving compliance with environmental and social standards.

2 mills are currently at the ISPO pre-assessment stage, where they are undergoing preliminary evaluations to identify areas for improvement and ensure readiness for the formal audit process

About Siak and Pelalawan Districts
Siak and Pelalawan districts are long-established palm oil production areas with significant numbers of independent smallholder producers. The districts also are home to important social and environmental values, including the Zamrud National Park and Siak Giam Kecil-Bukit Batu Biosphere Reserve in Siak, the Tesso Nilo National Park in Pelalawan and the carbon-dense Kampar Peninsula spanning both districts.
Siak Pelalawan Landscape Programme (SPLP)
This private sector-driven initiative aims to achieve sustainable palm oil production in Siak and Pelalawan districts in Riau, Indonesia. Home to more than 200 villages, the districts spread over 2 million hectares. These major palm oil-producing districts have significant numbers of independent smallholders.
SPLP supports and builds on existing government led initiatives, in particular the Green Siak District Roadmap and the District Action Plan for Sustainable Palm Oil in Pelalawan.
Companies Working Together
SPLP brings together a coalition of nine companies working together to halt and reverse historical rates of deforestation, degradation of forests and peatland, while mitigating risk from fire and agricultural expansion.
There are many land and labour-related issues &ndash; with many of the district&rsquo;s mills lacking engagement or awareness relating to NDPE (no deforestation, no planting on peat, no exploitation) production.
Engaging with Palm Oil Mills
Coalition companies work extensively with their suppliers to implement supply chain traceability and to map the progress of their supply base towards nature and people positive palm oil production.
This includes mapping mills&rsquo; exposure to environmental and social risks.
