Aceh Province on the island of Sumatra covers most of the world acclaimed Leuser ecosystem, a global biodiversity hotspot. &nbsp;It is the only place in the world where&nbsp;orangutans, elephants and rhinos co-exist in the wild. Aceh has 55% forest cover, which equates to around 3.2 million hectares, with 2.6 million hectares falling within the Leuser ecosystem. This includes significant tropical rainforests, peat swamps, montane, and coastal forests. These provide vital water regulation and carbon storage.&nbsp;&nbsp;&nbsp;

Aceh makes a significant contribution to Indonesia&rsquo;s agricultural production, primarily through palm oil, rubber, coffee and rice. &nbsp;Palm oil is a source of income for 1.5 million people in Aceh Province, representing over 25% of the Aceh population. The eastern region of Aceh, spanning across Aceh Timur and Aceh&nbsp;Tamiang,&nbsp;faces a significant deforestation threat due to palm oil expansion. More than 260,000 hectares of High Conservation Value (HCV) areas lie within palm oil production zones, making the need for sustainable solutions urgent. The Aceh Sustainable Palm Oil Roadmap is working with the corporate sector to achieve a deforestation-free supply chain.&nbsp;

NISCOPS works in six landscapes/projects around the Leuser ecosystem: Aceh Timur, Aceh Tamiang, Aceh Singkil, Aceh Utara, Aeh Subulassalem and Langkat. The program aims to create deforestation-free and inclusive palm oil supply chains - safeguarding the integrity of the&nbsp;Leuser ecosystem while supporting sustainable development.&nbsp;
Landscape Partnerships
Aceh's Green Growth Plan is a roadmap for producing sustainable&nbsp;commodities whilst protecting&nbsp;natural forests. This includes increasing the&nbsp;productivity of oil palm plants - which cover around 470,000 hectares in Aceh - and implementing No Deforestation No Peat and No Exploitation (NDPE) principles in the supply chain.&nbsp; A&nbsp;buffer zone management model for the&nbsp;Leuser ecosystem will further support forest protection, promote sustainable palm oil sourcing and improve community livelihoods. To help protect HCV/HCS areas deforestation monitoring, reporting and verification systems are being established across Aceh Province.&nbsp;
The Aceh Sustainable Palm Oil roadmap 
To implement the Aceh Sustainable Palm Oil roadmap 2023-2045, IDH has established co-financing projects with seven global supply chain companies: Unilever, PepsiCo, Mars, Mondelez, GAR, Musim Mas and Apical. These partnerships help build smallholders capacity, reduce deforestation, improve landscape resilience and create deforestation and conversion-free supply chains.&nbsp;

The Aceh Tamiang government and major palm oil buyers, including PepsiCo and Unilever, are working together to decouple palm oil from deforestation. A buffer zone management model is being developed in Aceh Province. This will help increase forest protection and regeneration, promote sustainable palm oil sourcing, and improve livelihoods.&nbsp; IDH Is also working with oil palm plants to implement NDPE principles in the supply chain.&nbsp;
The Aceh Green Growth Plan aims to increase areas of forest protection including&nbsp;High Conservation Value (HCV) areas. &nbsp;A deforestation monitoring and verification team has been established.&nbsp;Thanks to a collaborative approach, deforestation is being reveresed in Aceh Tamiang, demonstrating the success of the landscape approach. &nbsp;

Creating better incomes and inclusive markets &nbsp;

Aceh Tamiang has 29% forest cover, and 28% palm oil cover, of which 50% is managed by smallholder farmers. IDH aim to integrate smallholders into a deforestation-free sustainable palm oil supply chain, whilst bridging the gap towards a living income. Smallholder farmers&nbsp;benefit&nbsp;from&nbsp;Good Agricultural Practice (GAP) training and&nbsp;access to finance, certification, and markets, particularly in remote areas. They have organised themselves into farmers groups, resulting in increased yields and incomes. Public-private partnerships&nbsp;support local farmers to achieve Roundtable on Sustainable Palm Oil (RSPO) and Indonesian Sustainable Palm Oil (ISPO) certification. By the end of 2024, 2200 smallholders achieved certification, marking the first achievement of its kind in Indonesia.

Sustainable production is on the increase with the potential to do much more.

Deforestation in Aceh Timur&nbsp;increased significantly in 2024, with a total of 1.1kha hectares of forest loss, releasing significant amounts of CO2. A deforestation monitoring and verification team has now been established in the landscape.&nbsp; Much of the deforestation is potentially linked to palm oil expansion driven by land clearing activities in twelve existing oil palm concessions near the Leuser Ecosystem.

In 2024, a total area of 1,756 hectares of mangrove, including 182 hectares of potential rehabilitation area, was mapped across eight villages: Penyengat, Sungai Rawa, Rawa Mekar Jaya, Mengkapan, Bunsur, Lalang, Kayu Ara Permai, and Teluk Masjid.

Identifying Mangrove Area

In 2024, a significant milestone was achieved in Siak district with the successful mapping and stakeholder consultation of 789,350.59 hectares of high conservation value (HCV) areas and high carbon stock (HCS) forests. This comprehensive mapping effort involved detailed assessments to identify and delineate areas critical for biodiversity conservation and carbon storage.

The process was inclusive and collaborative, engaging district stakeholders to ensure that the mapped areas align with local conservation priorities and land-use plans. This initiative not only highlights the district's commitment to environmental sustainability but also sets a foundation for informed decision-making and effective management of these vital ecosystems. The consultation with stakeholders ensures that the conservation efforts are well-supported and integrated into the broader landscape management strategies, promoting long-term ecological and community benefits.

HCV-HC Screening in Siak

Since 2023, a total area of 2,085,307 hectares across the Siak and Pelalawan Landscape has been mapped and monitored using Radar for Detecting Deforestation (RADD) in collaboration with WRI. This includes:

Peatland Areas

As part of the Landscape Jurisdiction Initiative, a commitment has been made to restore 36.5 hectares of degraded land across two villages in Siak and one village in Pelalawan. This initiative focuses on replanting these areas with a variety of tree species, aiming to rehabilitate the land and enhance its ecological value.

The replanting efforts involve selecting appropriate tree species that can thrive in the local conditions and contribute to biodiversity, soil health, and carbon sequestration. By restoring degraded land, the initiative aims to improve ecosystem services, such as water regulation and habitat provision, while also supporting the livelihoods of local communities through sustainable land management practices.

This indicator tracks the progress of replanting commitments, providing a measure of the efforts towards ecological restoration and sustainable development within the landscape. The involvement of local communities in the replanting process ensures that the initiative is inclusive and aligns with the socio-economic needs of the region.

Replanting Degraded Land with Tree Species

As part of the Landscape Jurisdiction Initiative, significant commitments have been made to transition from oil palm cultivation to forest restoration through agroforestry practices. In 2024, a total of 206 hectares of oil palm plantations were committed to this transition, with 106 hectares in Rawa Mekar Jaya forest and 100 hectares in Dosan forest.

This initiative involves phasing out oil palm plantations and reintroducing native forest species through agroforestry systems. Agroforestry combines agricultural and forestry technologies to create more diverse, productive, and sustainable land-use systems. The commitment to this transition reflects a proactive approach to restoring forest ecosystems, enhancing biodiversity, and improving carbon sequestration.

The engagement of local communities and stakeholders is crucial in this process, ensuring that the transition supports both environmental and socio-economic goals. Commitment to Agroforestry and Forest Restoration

As part of the Landscape Jurisdiction Initiative, the Mangrove Conservation Group of La5kar Mandiri has committed to protecting 73 hectares of mangrove forests in Kayu Ara Permai Village. This commitment is a crucial step towards preserving the vital mangrove ecosystems, which play a significant role in coastal protection, biodiversity conservation, and carbon sequestration.

Mangroves are essential for maintaining the health of coastal environments, providing habitat for various marine and terrestrial species, and acting as natural barriers against storm surges and erosion. The protection efforts by La5kar Mandiri involve regular monitoring, community engagement, and implementing sustainable management practices to ensure the long-term health and resilience of the mangrove forests.

This indicator tracks the progress of mangrove protection commitments, providing a measure of the efforts towards conserving these critical ecosystems. The involvement of local conservation groups highlights the importance of community-led initiatives in achieving sustainable environmental outcomes.

Commitment to Mangrove Protection

In a significant step towards sustainable palm oil production, the Siak and Pelalawan District Governments have committed to increasing their Indonesian Sustainable Palm Oil (ISPO) certification targets as part of their district action plans. This commitment underscores their dedication to promoting environmentally responsible and socially equitable palm oil practices.

In 2024, four palm oil mills within these districts were actively engaged and have committed to achieving ISPO certification. This engagement process involved comprehensive consultations and capacity-building initiatives to ensure that the mills meet the stringent criteria set by the ISPO standards. The commitment of these mills to obtain ISPO certification reflects a collaborative effort to enhance sustainability in the palm oil sector, reduce environmental impacts, and improve the livelihoods of local communities.

A total of 101,135.95 hectares were mapped through participatory approaches, involving local communities in the decision-making process. As part of the implementation of the Landscape Jurisdiction Initiative, significant progress has been made in enhancing forest and peatland protection through the issuance of village regulations. By the end of 2024, a total of 28 village regulations have been enacted, covering 366,848.79 hectares. These regulations focus on forest protection, peat management, and measures to prevent peat fires and flooding.

This achievement marks a substantial increase from the previous count, where only 17 village regulations protected 106,801 hectares. The expansion to 28 regulations demonstrates a strong commitment to sustainable land management and environmental conservation. The development of these regulations was driven by participatory land use planning, ensuring that the local communities were actively involved in the decision-making process.

The indicator tracks the number of village regulations issued and the total area protected, providing a clear measure of the efforts towards safeguarding forest and peatland ecosystems. The participatory approach ensures that the regulations are well-supported by the communities, promoting long-term sustainability and resilience against environmental challenges.

As part of the implementation of the Landscape Jurisdiction Initiative, 30 participants from Rawa Mekar Jaya and Dosan Village have received capacity building on oil palm agroforestry. This training is designed to support the "Strategi Jangka Benah" forest recovery program by phasing out forest encroachment and transitioning oil palm cultivation out of forest areas.

The capacity-building sessions aim to equip participants with the knowledge and skills needed to implement agroforestry systems that promote biodiversity, improve soil health, and enhance carbon sequestration. By integrating agricultural and forestry practices, the initiative seeks to create more sustainable and resilient land-use systems that contribute to forest recovery and prevent further encroachment.

As part of the implementation of the Landscape Jurisdiction Initiative, village regulations have been enacted to protect 126.2 hectares of mangrove forests in the villages of Bunsur and Kayu Ara Permai. These regulations are a critical component of local governance, aimed at preserving the ecological integrity and biodiversity of mangrove ecosystems.

Since 2021, a cumulative total of 3,216 attendees have been trained, reflecting the ongoing commitment to building local capacity for conservation efforts. The training programs are designed to be inclusive and participatory, ensuring that a diverse range of stakeholders, including community members, local leaders, and technical experts, are involved.

In 2024, 18 mills were directly engaged in this development process, demonstrating a strong commitment to sustainable practices and transparent reporting.

Since 2021, a total of 53 mills have been engaged in understanding the importance and necessity of conservation, restoration, rehabilitation, and adhering to NDPE commitments. By 2024, 49 active mills were identified, reflecting ongoing participation and dedication to these principles.

Additionally, it is important to note that out of the 53 engaged mills, some have transitioned to different production methods, which has led to a reduction in the number of active mills. 

Collaboration and Engagement for NDPE-IRF Profile Development

As part of the implementation of the Landscape Jurisdiction Initiative, a 150-meter-long tracking bridge has been constructed to support the protection of 31.87 hectares of protected mangrove forest in Kayu Ara Permai Village. This infrastructure development is a crucial step in enhancing the accessibility and monitoring of the mangrove area, ensuring its conservation and sustainable management.

The tracking bridge facilitates easier movement for conservationists, researchers, and local communities, allowing them to monitor the health of the mangrove ecosystem, conduct restoration activities, and prevent illegal activities such as logging and encroachment. By improving access to the mangrove forest, the bridge plays a vital role in the ongoing efforts to protect and preserve this critical habitat.

This indicator tracks the construction and impact of infrastructure projects aimed at supporting conservation efforts, providing a measure of the initiative's progress in enhancing the protection and management of mangrove ecosystems. These training sessions aimed to equip auditors with the necessary skills and knowledge to effectively assess and certify palm oil operations according to ISPO standards.

The auditor training sessions are designed to add more resources to both districts, ensuring that local stakeholders have a thorough understanding of ISPO requirements. This initiative supports the broader goal of promoting sustainable palm oil production and improving compliance with environmental and social standards.

About Siak and Pelalawan Districts
Siak and Pelalawan districts are long-established palm oil production areas with significant numbers of independent smallholder producers. The districts also are home to important social and environmental values, including the Zamrud National Park and Siak Giam Kecil-Bukit Batu Biosphere Reserve in Siak, the Tesso Nilo National Park in Pelalawan and the carbon-dense Kampar Peninsula spanning both districts.
Siak Pelalawan Landscape Programme (SPLP)
This private sector-driven initiative aims to achieve sustainable palm oil production in Siak and Pelalawan districts in Riau, Indonesia. Home to more than 200 villages, the districts spread over 2 million hectares. These major palm oil-producing districts have significant numbers of independent smallholders.
SPLP supports and builds on existing government led initiatives, in particular the Green Siak District Roadmap and the District Action Plan for Sustainable Palm Oil in Pelalawan.
Companies Working Together
SPLP brings together a coalition of nine companies working together to halt and reverse historical rates of deforestation, degradation of forests and peatland, while mitigating risk from fire and agricultural expansion.
There are many land and labour-related issues &ndash; with many of the district&rsquo;s mills lacking engagement or awareness relating to NDPE (no deforestation, no planting on peat, no exploitation) production.

Coalition companies work extensively with their suppliers to implement supply chain traceability and to map the progress of their supply base towards nature and people positive palm oil production.
This includes mapping mills&rsquo; exposure to environmental and social risks.

The Tapanuli Selatan District, located in North Sumatra, Indonesia, is critical to people and nature. Over 70% of the district &nbsp;is covered by forest areas, including part of the Batang Toru Forest Ecosystem &ndash; a key source of fresh water and home to the endangered Tapanuli orangutan and Sumatran tiger. These forests are part of an important biodiversity corridor in North Sumatra, connecting forests of western Sumatra to the Leuser Ecosystem.
The district is also a key agricultural production area for commodities such as palm oil, coffee, cocoa, timber, and otherscontributing around 85% of local income. However, growing challenges such as forest loss, floods, and landslides, along with a rising demand for more sustainable commodities, led the local government to develop a District Action Plan for Sustainable Palm Oil, with support from UNDP and Konservasi Indonesia.
The Tapanuli Selatan District Initiative was established to support the implementation of this Action Plan and other government strategies for improving the sustainability of palm oil and other commodities. This includes prioritizing the protection of forests through restoration, conservation, and improved natural resource management.
This initiative has 3 main objectives:

<li class="MsoNormal" style="line-height: normal;">Increase Sustainable Production of ISPO, RSPO certified, and regenerative palm oil through farmer training, technical supportand by strengthening the Tapanuli Selatan&rsquo;s Sustainable Palm Oil Forum (FoKSBI), which plays a key role in coordinating the implementation of the District Action Plan.&nbsp;</li>
<li class="MsoNormal" style="line-height: normal;">Protect and Restore Critical Ecosystems through improved forest management planning, collaborative monitoring and response systems, as well as by implementing direct interventions, such as forest patrols and social forestry programs.</li>

Multiple stakeholders are working towards these goals in the district &ndash; through government programs, private sector investments, and civil society initiatives. &nbsp;We are already seeing positive impacts of the collective action to date. In 2023, the national government of Indonesia recognized these collective efforts by awarding&nbsp;Tapanuli Selatan first place among 103 regencies in the Sustainable Development Goals (SDG) Action Awards, a testament to the district&rsquo;s leadership in advancing sustainable development goals.
Tapanuli Selatan is also playing a key role beyond its borders. Through the&nbsp;<a href="https://www.conservation.org/projects/coalition-for-sustainable-livelihoods">Coalition for Sustainable Livelihoods</a> (CSL), the district is actively sharing knowledge, models, and tools for sustainable development with other jurisdictional initiatives across North Sumatra and Aceh. Through this spirit of collective action, CSL is helping to ensure these initiatives are coordinated, aligned, and anchored in government support &mdash; achieving greater and longer-lasting impacts for people and nature.

The Mosaik Initiative is an ambitious landscape initiative in Kalimantan, Indonesia, that works to protect and regenerate nature in a major commodity-producing region. The initiative supports local and indigenous communities to adopt regenerative agriculture, restore degraded lands, and protect their existing forests, by providing them incentives. By protecting and restoring critical ecosystems across the landscape, the initiative ensures that commodities intended for global markets, such as palm oil and timber, are produced sustainably and responsibly.
Through the Mosaik Initiative, we are trying to find a model for a large-scale transition toward sustainability at the district level. The Mosaik initiative aims to make the production of commodities more sustainable and inclusive so that districts can generate revenue to protect and restore landscapes while improving the welfare of farmers and indigenous people.
The Mosaik Initiative has two main flagship programs for protecting and restoring ecosystems: jurisdictional approach and district-wide, sustainable village development program.

The jurisdictional approach to certification seeks to apply the principles and criteria of a supply chain certification scheme, such as Indonesian Sustainable Palm Oil (ISPO) or Roundtable for Sustainable Palm Oil (RSPO), to all producers of that commodity within a governmental, administrative area such as a state or district.
In contrast to typical supply chain certification schemes, the jurisdictional approach allows certain principles and criteria to be &ldquo;upwardly delegated&rdquo;, with the responsibility for implementing these criteria resting with local governments. It will assist in reducing costs, increasing the coverage of certification to all producers, simplifying the certification process, and improving social and ecological outcomes. For instance, the identification, protection, and management of areas of high conservation value such as forests and other ecosystems will take place at the jurisdictional scale. This will ensure that forests and other ecosystems are protected through laws and regulations rather than voluntary commitments. There will be protection of human rights, similar to the benefits received from land rights and labor rights.
There are many different types of jurisdictional approaches to commodity production. However, we follow several basic principles.

Multi-stakeholder governance is essential for implementing the jurisdictional approach to certification, and more broadly, sustainable and inclusive commodity production.

Specific targets and the work plan to achieve the targets are agreed upon by all stakeholders in the jurisdiction.

The progress is monitored against the set targets.
</li>
<li>
Incentives are provided for local communities and producers to change their commodity production system and support ecosystem protection and restoration.
</li>

Sustainable Village Development: Gawi Bahaum and Gawi Bapakat
In 2022, with support from consumer goods companies, Kaleka, together with Kotawaringin Barat and Seruyan district governments, launched the district-wide village program. The program is called &ldquo;Gawi Bahaum&rdquo; in Kotawaringin Barat and &ldquo;Gawi Bapakat&rdquo; in Seruyan district. In the local language, &ldquo;Gawi Bahaum/Gawi Bapakat&rdquo; means to work together, and the initiative invites all communities to work together to achieve the common dream of building a prosperous society while ensuring that both nature and the environment are preserved.
As part of the program, villages will be provided with support for improving their livelihoods in four main areas: smallholder certification, restoration, community forestry, and regenerative agriculture. In return for this support, villages must:

provide a statement of commitment including nominating an implementing unit,
</li>
<li>
identify land uses at the village level and issue regulations for protecting forests and preventing fires,
</li>
<li>
create a local monitoring system for deforestation and fires,
</li>
<li>
establish a village paralegal to support legal document processing and access to justice, and a registrar to resolve social conflict.

</ul>
Villages will be provided with support and training to meet these requirements, after submitting their statement of commitment. This approach will ensure that farm-level interventions, including regenerative agriculture, are not implemented in isolation but complement other activities for forest protection, restoration, and certification. At present, the village development program is implemented directly by Kaleka in collaboration with the local government.
